Can someone advise - how long doe it take to get access code from lisbon office once they have delivery of documents via post?

Some people are reporting delays. It could take them up to 60 days to send you the code.

My sister's process has a requirement. Marriage was in India. They have asked for 2 witnesses to sign a declration. My sister is now resident in the UAE. She has started her process in India when she submitted in 2021. Now she is resident in UAE since 2023. Can they be any 2 witnesses?

Besides the above, her designation was out in the form as " Human Resources Officer" so they have requested for a letter from the relevant Indian authorities to list out the duties being performed. So she will submit all her experience letters along with a cover letter. ANy advice is welcome if anyone knows how to go about this.

Also, once documents are submitted , any idea how long it takes to conclude?

Never heard of this. If you could post the exact, full text of the notification issued to your sister, we could look into it.

I don't know if you filled in the form in Portuguese or in English. The word "Officer", when translated to Portuguese as "Oficial", may lead to the understanding that the person is in the Army - and usually people serving in the army of a foreign country are not eligible to portuguese citizenship by marriage. I say usually because it depends on the role this person has, so that could be the reason they are asking for this letter. But this is just supposition. The notification usually includes a fairly detailed explanation of why additional documents are being requested. If you post it here, we could try to help you.

Impossible to say. Could be anywhere for a few days to several months - mostly likely the latter, since these requests have to do with determining whether your sister actually has the right to become portuguese by marriage.
